Primary vs Secondary violations

This we find is a big area of confusion.
A "PRIMARY" violation means a
Law Enforcement Officer may stop
a vehicle for this reason ALONE.


A "SECONDARY" violation means,
if a vehicle is stopped for another reason,
ie. "SPEEDING", the Law Enforcement Officer
may summons "TICKET" for this violation(s).


SOME FACTS ON HIGHWAY SAFETY & SAFETY BELTS:

1. There were 139,573 traffic accidents in Virginia in 1999

2. 81,204 People were INJURED in traffic accidents

3. 877 People were KILLED in traffic accidents

4. Your odds of being KILLED in a traffic accident MORE then DOUBLE if your not wearing a SAFETY BELT

5. In the first half of 2000, 58 people between the age of 18 to 20 DIED on the highways of Virginia.

6. That is an increase of 55% compared to the same period in 1999.

7. 48% of the victims were NOT wearing their SAFETY BELTS

8. 16 of the DEATHES were ALCOHOL related.
